The Failure of the 28-Point Peace Initiative for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe felt a moment of respite on Monday, as the diplomatic emergency sparked by the introduction of a new 28-point plan for achieving ceasefire appeared – briefly – to have been stabilised. A senior US official spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Moscow made its retaliation: another massive barrage of rocket attacks on Kyiv.

The Cycle of Diplomacy and Destruction

The succession of contrasting events captured the bleak nature of the recent timeframe. By day, political struggles are waged: hopeful statements are delivered from different nations. Immense energy is devoted on managing specific proposals. By night, Moscow forcefully demonstrates the world that, for them, conflict continues to be the main instrument for achieving "settlement".

After-Dark Attacks

As the offensive developed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was revealed. Ukraine is capable of detecting projectile deployments from Russian territory, a capability afforded by up-to-date information. From witness perspectives, Ukrainian air force fighter jets that had been deployed to engage hostile guided weapons streaked across the sky – sophisticated military planes provided to Ukraine by NATO members.

Shortly after, Kyiv's air-defence systems engaged: several firings fired to intercept a hostile projectile. This was a modern interception technology at work, presumably delivered by Western nations. Every deployment shakes the surroundings, shaking the windows. The moment of terror quickly becomes resigned acknowledgment: perhaps the hostile projectile won't hit its mark this time, sparing the city from devastation and another blackout.

Persistent Threats

Following this, a automatic firearm opened up on a unmanned aircraft close by, part of a mobile-fire group – almost certainly Western-made equipment. Regrettably, the bullets missed the hostile drone – it maintained course toward its objective.

Intermittently, this continued until dawn. Kyiv faced the early updates: seven people killed, damage and infrastructure problems in numerous residences as a result of the night's assault. As customarily, everyone still continued their routines – enduring hostilities. But those 24 hours demonstrated Ukraine's vital need on international aid – a need that neighboring countries are demonstrably unable to fill in the short term.

Failed Diplomacy

The comprehensive proposal from US administration sparked intense emotion, discussion and profound anxiety – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after earlier high-level meetings and international summits.

Every new approach from US leadership unfolds according to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with partner nations, manages to fend off. They manage the tension but never actually win the battle. This pattern will, certainly, continue.

Strategic Calculations

It is easy to blame certain parties of repeatedly advocating Kremlin's demands. But that does not seem to be the entire situation. Washington functions according to a principle familiar among seasoned negotiators: you cannot achieve through diplomacy what you have been unable to protect through force. The American government believes that it is impossible to force Russia to abandon the land that it presently holds in Ukraine's southern or eastern regions.

The issue is that while accepting these circumstances, Washington does minimal to discourage Russia, through statements or actions, from assuming that the current condition will not change more in its favour in the coming year.

Conflicting Perspectives

Therefore, Moscow is confident that the clock favors them – that Ukraine and its partners are approaching exhaustion. Their incentive to agree to terms that does not give them the greatest potential benefit is virtually nonexistent. There may be multiple initiatives to end hostilities, but they will carry on as long as Russia's government remains completely certain in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still hold out, gradually sacrificing civilians and areas but preventing a entire defensive failure until situations evolve in its benefit.

Existing Situation

Objectively, there are no real preconditions for a armistice. Now, individual motivations are coming into play: personal goals to mediate resolution and achieve global acclaim, and Kyiv's dual difficulties – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the country's interests against any initiative Kyiv finds unsuitable, so that their attention does not shift toward internal issues. And although their task will now be significantly challenging after latest incidents, it remains highly unlikely that this will modify their basic position.

These conflicting dynamics are influencing discussions.

Summary and Prospects

It took a just a single week to eliminate the 28 points of the current initiative. Forceful and unpredictable management of the matter by American leadership, pushback by Ukraine and the remaining European nations, along with pacifying measures of negotiators, and finally, current information leaks, all achieved their purpose.

While new initiatives based on previous concepts are imminent, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are founded on Moscow's terms and demonstrate specific hesitation to modify developments, if they remain united and enhance their military capacity at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the foreseeable future, primarily depend on sustained allied backing.
